Yes, comfortably. The 5,000 figure is not a rule anywhere on Ainfluencer, and on Instagram there is no follower minimum at all.
Getting the scope right
Clarification to an earlier version of this page. It said creators with 100 or more followers can join as long as their account is public. The 100 minimum and the public requirement apply to TikTok and YouTube. Instagram applies neither: a private Instagram account with any follower count can be connected and approved.

What the review actually cares about
Engagement, not size. The review exists to catch bought followers and bought engagement, which is the opposite problem from having a small audience. A 900-follower account with genuine comments passes more easily than a 90,000-follower account with none.
